Home Builders:
The new home builder registration fee is $200, which is valid for a
period of 2 years. The registration renewal fee is $200. A new home builder is required to warrant each new home for 10 years with either a State Plan or an approved private new home warranty plan. For the State Plan, the warranty fee for a new home is based on a builder's claims record and years of experience.
Home Improvement Contractors:
Applicants must complete and submit an application
for registration and Disclosure Statement to the Division, as well as proof that it has
secured and maintains, in its name as the insured, a pol icy of commercial general
liability insurance in a minimum amount of $500,000 per occurrence. A $110 non-refundable application for registration must be paid to the Division. Applicants will
need to complete a reinstatement application in order to renew their registration.
Electricians Contractors:
Applicants must be over the age of 21, have completed high
school or the equivalent, and have had, immediately preceding the submission of the
application, at least 5 years of practical hands-on experience working with tools in the installation, alteration, or repair of wiring for electric light, heat or power, which work shall have been done in compliance with the National Electrical Code. "Practical hands on experience" shall not include time spent n supervising, engaging in the practice of engineering, estimating and performing other managerial tasks. In the alternative, the applicant may satisfy the practical hands-on experience requirement by having: completed a 4 year apprenticeship program approved by both a Federal agency and Federally certified State agency and at least 1 year of practical hands-on experience; or satisfied the eligibility requirements of a qualified journeyman electrician as set forth in N.J.A.C. 13:31-5.1 and completed at least 1 year of practical hands-on experience; or earned a bachelor's degree in electrical engineering and completed 2 years of practical hands-on experience; or worked in the field of electrical contracting for at least 5 years immediately preceding the date of application.
The applicant must pass a 3 part examination, including trade, business and law,
and alarm with a passing score on each part. Any applicant who fa is to pass the
examination will not be eligible to retake the exam for 6 months from the date of
failure. A $1,000 surety bond in the business name and proof of a current certificate
of general liability insurance in the minimum amount of $300,000 is required for
a business permit. Continuing education is required for all renewals. The average
processing time on applications is 60 days. Licenses are good for 3 years.

Plumbers Experience Requirements: N.J.A.C. 13.32-2.2
a. For purposes of this section, "practical hands-on experience" means experience
in the installation, maintenance, extension, alteration, repair and removal of
piping, plumbing fixtures, plumbing appliances and plumbing apparatus that,
commencing December 21, 2016, is performed pursuant to the plumbing
sub code, N.J.A. C. 5:23-3.15, and is inspected by a licensed New Jersey plumbing
inspector. Practical hands-on experience does not include time spent in
performing managerial tasks, such as supervising, engineering, estimating or
time spent performing tasks, which do not constitute the practice of plumbing
as defined in N.J.A .C. 13.32-1.3.
b. Applicants for examination for a license as a master plumber shall present proof
to the Board that he or she:
1. Has completed the 4 year apprenticeship program approved the United
States Department of Labor, which includes education in propane
services that meets the requirements of (c) below, and has completed,
after the end of the apprenticeship, 1 year of practical hands-on
experience as a journeyman plumber in New Jersey, consisting of at
least 1,200 hours of practical hands-on experience; or
2. Has been awarded a bachelor's degree in mechanical, plumbing
or sanitary engineering from a college or university accredited
by a regional accreditation agency recognized by the Council on
Post-Secondary Accreditation or the United States Department of
Education, which includes education in propane services that meets
the requirements of (c) below, and has completed, after completion
of the bachelor's degree, 1 year of practical hands-on experience as a
journeyman plumber in New Jersey, consisting of at least 1,200 hours
of practical hands-on experience.
c. Education in propane services required by (b) above shall include substantially
the same information covered in either the Fundamentals of LP manual, 2003
edition, published by the Plumbing-Heating-Cooling Contractors Association,
180 S. Washington Street, P.O. Box 6808, Falls Church, VA 22046, incorporated
herein by reference, as amended and supplemented, or the Gas Installation for
UA Journey workers and Apprentices manual, 2003 edition published by the
United Association, 3 Park Place, Annapolis, MD 21401, incorporated herein by
reference, as amended and supplemented.
Plumbers Examination Requirements: N.J.A.C. 13:32-2.1 Eligibility for Examinations
a. To be eligible to take the plumbing license examination an applicant shall:
1. Be 21 years of age or older; and
2. Have completed the experience requirements set forth in N.J.A.C.
13:32-2.2
b. An applicant for the plumbing licensing examination shall submit to the Board:
1. A completed application for examination, on a form provided by
the Board, including a full street name and number. An application
containing only a post office box number as a mailing address shall not
be considered a complete application;
2. Proof that the applicant has met the experience requirements set forth
in N.J.A.C. 12:32-2.2; and
3. The application fee as set forth in N.J.A.C. 13.32-5.1.
c. After the Board has reviewed the information required in (b) above, the Board
shall send a letter that informs the applicant whether he or she is eligible to take
the licensing examination required by N.J.A.C. 13:32-2.3 and, if deemed eligible,
of the time and place of examination.
Master Heating, Ventilating, Air Conditioning, and Refrigeration CHV ACR)
Contractor:
N.J.A.C. 13:32A-2.1 Eligibility for Exams
a. An applicant for the master HVACR licensing examination shall submit to
the Board:
1. A completed application for examination, on a form provided by
the Board, including a full street name and number. An application
containing only a post office box number as a mailing address shall not
be considered a complete application; Proof that the applicant has met
the experience requirements set forth in N.J.A.C. 12:32-2.2; and
2. Proof that the applicant is at 21 years of age; and
3. A passport size photograph of the applicant taken within the last 6
months; and
4. Proof that the applicant has met the education requirements of N.J.A.C.
13:32A-2.2; and
5. The application fee as set forth in N.J.A.C. 13.32A-6.1.
b. After the Board has reviewed the information required in (b) above, the Board
shall send a letter that informs the applicant whether he or she is eligible to
take the licensing examination required by N.J.A.C. 13:32A-2.3 and, if deemed
eligible, of the time and place of examination.
Education Requirements: N.J.A.C. 13.32A-2.2
a. An applicant for Ii censure as a master HVACR contractor shall complete 1 of the
following:
1. 5 years of employment in the HVACR contracting business; which
consists of:
• 4 or more years in HVACR apprenticeship or other training
program approved by the United States Department of labor,
which includes education in the proper management of
chlorofluorocarbons and other refrigerants, including high
global warming potential gases and education in propane
services that meets the requirements of (c) below; and
• 1 or more years employment as an HVACR journeyperson.
2. A bachelor's degree in HVACR from a college or university accredited
by a regional accrediting body recognized by the United States
Department of Education Office of Postsecondary Education which
includes education in the proper management of chlorofluorocarbons
and other refrigerants, including high global warming potential gases,
education in propane services that meets the requirements of (c)
below and 1 year experience in the practical work of installing, servicing
or maintaining HVACR systems;
3. A bachelor's degree in a field related to HVACR from a college or
university accredited by a regional accrediting body recognized by
the United States Department of Education, Office of Postsecondary
Education, which includes education in the proper management of
chlorofluorocarbons and refrigerants, including high global warming
potential gases, education in propane services that meets the
requirements of (c) below, and 3 years experience in the practical work
of installing, servicing and maintaining HVACR systems.
b. Pursuant to N.J.S.A. 45:16A-l3, successful completion of an HVACR program
given by a technical school, trade school, county college or community college
accredited by a regional accrediting body recognized by the United States
Department of Education, Office of Post secondary Education, shall satisfy 2 of
the 4 years required in section (a) on the previous page.
c. Education in propane services required by (a) on the previous page shall include
substantially the same information covered in either the Fundamentals of LP
manual, 2007 edition, published by the Plumbing-Heating-Coo Ii ng Contractors
Association, 180 S. Washington Street, P.O. Box 6808, Falls Church, VA 220 46,
incorporated herein by reference, as amended and supplemented, or the Gas
Installation for UA Journey workers and Apprentices manual 2003 edition,
published by the United Association, 3 Park Place, Annapolis, MD 21401,
incorporated herein by reference, as amended and supplemented

RECIPROCAL AGREEMENTS
The State board may in its discretion grant State licenses without examination to
applicants so licensed by other States; provided that equal reciprocity is provided for
New Jersey master plumbers by law of such applicant's domiciliary State and provided further that such sister State's standards are equal to or comparable to those of this state.
An individual who is licensed to practice HVACR contracting in another state may
obtain a license in New Jersey without taking the master HVACR exam as long as the other state:
a. Has licensure standards equal to or comparable to licensure requirement in New
Jersey; and
b. Permits New Jersey licensees to obtain licensure based upon a New Jersey
license.
