the Arkansas Contractors Licensing Board regulates commercial construction of $50,000 or more, including labor and materials. The Residential Building Contractors Committee located with the Arkansas Contractors Licensing Board regulates residential construction work of more than $2,000, including labor and materials. In addition, electrical work is regulated by the Bard of Electrical Examiners and plumbing and HVACR work is regulated by7 the Arkansas Department of Health.

Public works construction requires prequalification prior to bidding or performing highway work for the state.

Requirements?

Contractors: A license is required prior to submitting a bid. On projects involving direct federal funds, no license is required at the time of bidding; however, an application for licensure must be on file with the Arkansas Contractors Licensing Board prior to the submission of the bid. In addition, a license must be obtained prior to the execution of the contract or the starting work.

Commercial Contractors: New Applicants must have 5 years of experience in their trade for all major classifications and 1 year for all specialties; submit CPA or RPA audited or reviewed financial statements or a compiled statement for the restricted license. Prior to licensing, they must file a surety or cash bond in the sum of $10,000 (payable to the state or Arkansas) with the contractors Licensing Board. The bond must be on the form provided by the board. Applicants are required to earn a minimum score of 70% on an open book examination, pertaining to business law and the responsibilities of a contractor in the state of Arkansas. The examination fee is $80. Licenses are issued for a 1 year period with a $100 application fee. The length of the first year licensure will vary depending on the date of financial statement.

Residential Contractors: New applicants for a residential Builders License must have 4 years experience and submit a compiled financial statement and proof of workers Compensations coverage if required by the Workers Compensation Commission.

Applicants are required to earn a minimum score of 70% on an open book examination, pertaining to business law and the responsibilities of a contractor in the state of Arkansas, The examination fee is $80 Licenses are issued for a 1 year period with a $100 application fee.

New applicants for a Residential Remodelers license must have 2 years experience and are required to earn a minimum score of 70% on an open book examination, pertaining to business law and the responsibilities of a contractor in the state of Arkansas. The examination fee is 80%. For projects of $50,000 or more, an applicant for a remodeler's license must submit a compiled financial statement and proof of Workers Compensation coverage. Licenses are issues for a 1 year period with a $50 application fee.

New Applicants for a residential Specialty license must have appropriate experience in their trade. For projects of $50,000 or more, an applicant for a specialty license must submit a compiled financial statement and proof of Workers Compensation coverage. Licenses are issued for a 1 year period with a $50 application fee.

Renewal Applicants for Residential Builders must submit a renewal application, a compiled financial statement, proof of Workers Compensation coverage and a $50 renewal fee ($100 if not renewed timely).

Renewal Applicants for Residential Remodelers and Specialty Contractors must submit a renewal application, a $25 renewal fee ($50 if not renewed timely) and for projects of $50,000 or more, an applicant must submit a compiled financial statement and proof of Workers Compensation coverage.

Licensing requirements may be waived on bids and contracts for the Federal Government on government land.

Department of Transportation Requirements

ARDOT Prequalification's: Prospective bidders must prepare the prequalification questionnaire. Prime contractors will be required to submit CPA prepared financial statements. Also required is a list of persons authorized to sign contract and proposal documents, along with a detailed list of any equipment owned by the organization. The prequalification period is for 1 year from the date of the financial statement, plus a 4 month grace period. The average processing time for an application is 1 week. The department of Transcription accepts the Contractors Licensing Board's application form for prequalification, in lieu of the experience record. When using the Arkansas Contractors License renewal application, all pages of the application must be included as well as pages 1 and 2 of affidavit of the ARDOT application and a complete audited or reviewed financial statement with a signed opinion. Also, a detailed list of any equipment owned by the organization must be included with the application.

Board of Electrical Examiners Requirements

All applicants are required to pass a trade examination with a minimum score of 70%. The average processing time for a new application is 1 week. Licenses are issued for a 1 year period from the date of issuance.

Electrical Contractor:
An applicant for an electrical contractor's license shall submit to the board an application on a form approved by the board and proof that the applicant is a licensed master electrician or employs a licensed master electrician. If the applicant is not a master electrician, a statement from the master electrician, under oath, disclosing the master electrician's affiliation with any other electrician electrical contractor and verifying that the master electrician is employed as the superintendent or manager of the applicant contractor.

Master Electrician:
The applicant, for a Master Electrician License, must have a degree in electrical engineering, plus 2 years of experience, or 6 years of residential and commercial experience in the construction industry, including 2 years as a journeyman electrician.

Residential Master Electrician:
An applicant for a Residential Master Electrician license must have 3 years experience in wiring of a 1 or 2 family dwelling plus 1 year as a residential journeyman. A Residential journeyman License requires 2 years experience in the wiring of a 1 family dwelling, and, for an Air Conditioning Electrician License, applicants must show 2 years experience in wiring HVACR equipment.

Industrial Maintenance Electrician:
For an industrial maintenance electrician's license, the applicant must have have 4 years of supervised experience in the maintenance of electrical conductors and equipment.

Journeyman electrician: For a journeyman ,the applicant shall have the following qualifications as appropriate:

A. Applicants who have completed a 4 year electrical construction apprenticeship program approved by the U.S. Department of Labor, Bureau of Apprenticeship and Training shall have:

1) A "Notice of Apprenticeship Committee Action - Released for Test Completion" form from the applicant's training program and approved by the Arkansas Department of Workforce Education; or

2) If the applicant completed an apprenticeship program program in another state,
certification from the Bureau of Apprenticeship and Training or the
state agency responsible for oversight of apprenticeship programs of
completion.
3. The Board may approve an applicant without a "Released for Test" form
in extenuating circumstances.
b. Applicants who seek reciprocity shall have certification from the sister state
that:
1. The applicant is currently licensed as a journeyman and in good
standing;
2. The applicant has held his/her license in the sister state for a period of
1 year; and the applicant was tested in the sister state.

c. Applicants who have not completed a 4 year electrical construction
apprenticeship program approved by the Bureau of Apprenticeship and Training
shall have 8 years (16,000 hours) of electrical construction experience or
training as may be approved by the Board. This training or experience may
include electrical experience gained in the military.

ARKANSAS DEPARTMENT OF HEAL TH REQUIREMENTS
Plumbers:
Both master and journeymen applicants are required to pass a trade
examination with a minimum score of 75%. The experience requirement for masters
is 5 years experience and journeymen must have 4 years experience. Apprentice
plumbers are required to obtain a total of 8,000 hours of combined on-the-job training and school hours for experience.

Lead Abatement:
Contractor applicants are required to supply a completed application, proof of liability insurance coverage, letter of declaration and a disclosure statement. Specific requirements for education, experience and examination can be found in Regulation 25 at: www.adeq.state.ar.us. As of June 2, 2011 the Arkansas Department of health regulates lead abatement.

ARKANSAS DEPARTMENT OF ENVIRONMENTAL QUALITY REQUIREMENTS
Asbestos Abatement: Application for licenses or renewal s shall be made to the
Department and shall include the following:
a. A completed application on a form provided by the Department;
b. Annual Asbestos Abatement Consultant or Asbestos Abatement Contractor
license fee as described in Chapter 22 of this regulation;
c. Proof that the Asbestos Abatement Contractor has at least 1 supervisor who
qualifies as a Contractor/Supervisor as determined by this regulation and who
has been certified by the Department in the appropriate disciplines;
d. A completed Disclosure Statement on a form provided by the Department; and
e. Proof of a mini mum of $1,000,000 liability insurance coverage in the form of a
certificate of insurance issued by an insurance carrier authorized to do business
in Arkansas by the Arkansas Insurance Department that must certify the
following:
1. Liability insurance coverage for the types of asbestos services
provided, including abatement and inspection work; and
2. A rider requiring that the insurer shall notify the Department in
writing within 10 days of any substantive changes made to the policy
including, but not limited to, termination or failure to renew, or any
reduction of the monetary limits of coverage.

Underground Storage Tank:
Contractor applicants are required to submit an application, along with a nonrefundable application fee of $300, and provide a $25,000 surety bond. The contractor applicant must be at least 18 years of age, be in good standing with all licensing authorities, hold a current contractor's license if required, not have had any business or occupational license suspended, and employ at least 1 licensed individual who will be physically present on site during UST work. An applicant for an individual license must also be 18 years of age, be in good standing with all licensing authorities, pass a written examination and demonstrate at least 1 year of field experience within the 3 years immediately prior to making the application. Applications for individual licenses must be submitted with a nonrefundable application fee of $150. Licenses are renewed every 2 years. HVACR LICENSING BOARD - DEPARTMENT OF LABOR REQUIREMENTS

BOILER DIVISION - DEPARTMENT OF LABOR REQUIREMENTS
Boiler: Applicants for a Boiler Operator license must pass an examination and provide evidence of 6 months on-the-job training. Those applying for a license to repair boilers must furnish evidence that they are qualified to perform such work. Prior to installation of any boiler, pressure vessel or power piping in Arkansas, all licensed companies must obtain permits to install. Inspections and approval are required before release for operation. ELEVATOR SAFETY BOARD - DEPARTMENT OF LABOR REQUIREMENTS

Elevator Inspector:
An applicant for an Elevator Inspector license shall complete an
application approved by the board and shall have:

a. At least 4 years verified experience in designing, installing, maintaining or
inspecting conveyances;

b. Successfully passed the written examination for elevator inspectors
administered by accredited ASME testing facility and evidenced by certification
of the applicant as a Qualified Elevator Inspector. This is commonly referred to
as being QEI certified;

c. No financial interest in any business or operation which manufactures, installs,
disclosure statement on a form approved by the division. This qualification
does not prohibit employees of insurance companies insuring conveyances in
Arkansas from obtaining a license as an elevator inspector;

d. Submitted proof of insurance by an insurance company authorized to do
business in Arkansas of general liability coverage for at least $1,000,000 for
injury or death of a person and $500,000 for property damage; and

e. Tendered a license fee in the amount of $100.

An application for renewal shall be submitted no later than January 31st of each
calendar year, regardless of the date of issue or renewal and shall be submitted with:

a. A license fee in the amount of $100;

b. Proof of insurance as required by this Rule, 010.05-010(K)(1);

c. An annual financial disclosure statement on a form approved by the division;

d. Proof of completion of 8 contact hours or continuing education hours every 2
years in a course of training or instruction approved by the board as required by
Rule 010.05-010(Q).

Elevator Contractor: An applicant for an Elevator Contractor license shall complete an application approved by the board and shall have:

A. At least 4 years verified experience in designing, installing, maintaining or inspecting conveyances

business in Arkansas of general liability coverage for at least $1,000,000 for
injury or death of a person and $500,000 for property damage; and

E. Tendered a license fee in the amount of $250.

An application for renewal shall be submitted no later than January 31st of each
calendar year, regardless of the date of issue or renewal and shall be submitted with:

A. A license fee in the amount of $100;

B. Proof of insurance as required by this Rule, 010.05-010(K)(1);

C An annual financial disclosure statement on a form approved by the division;

D. Proof of completion of 8 contact hours or continuing education hours every 2
years in a course of training or instruction approved by the board as required by
Rule 010.05-010(Q).

business in Arkansas of general liability coverage for at least $1,000,000 for
injury or death of a person and $500,000 for property damage; and

D. Tendered a license fee in the amount of $250.

An application for renewal shall be submitted no later than January 31st of each
calendar year, regardless of the date of issue or renewal and shall be submitted with:

a. A license fee in the amount of $250; and

b. Proof of insurance as required by this Rule, 010.05-010(L)(1).

Elevator Mechanic: An applicant for an Elevator Mechanic license shall complete an
application approved by the board and shall have:

A. At least 3 years verified work experience in constructing, maintaining, servicing,
or repairing conveyances;

B. Successfully passed a written examination approved for elevator mechanics by
the board; and

C. Tendered a license fee in the amount of $75 annually. Restricted Elevator Mechanic License: A restricted class of Elevator Mechanic license shall be known as an "Accessibility Technician." Such class of license shall be restricted to performing work involving vertical platform lifts, wheelchair lifts, and

inclined stairway chair lifts, including those for private residences, which are covered
by the provisions of ASME A 18.1 2005. An applicant for such a restricted license shall complete an application approved by the board and shall have:

A. At least 3 years verified work experience in constructing, maintaining, servicing,
or repairing those conveyances covered by ASME A 18.l 2005;

B. Successfully passed a written examination approved for a restricted license by
the board; and

C. Tendered a license fee in the amount of $75 annually.

An application for renewal shall be submitted no later than January 31st of the year of expiration, regardless of the date of issue or renewal and shall be submitted with:

A. A license fee in the amount of $150 for years; and
B. Proof of completion of 8 contact hours or continuing education hours every 2 years in a course of training or instruction approved by the board as required by Rule 010.05-010(Q).

Emergency Licensing and Temporary Licensing:

A. Whenever an emergency exists or there is a strike or lock-out and the board determines that there are not enough licensed elevator mechanics to perform the work necessary to provide for the safety of life, limb and property and to protect public welfare, the board may waive the examination requirements of these Rules and provisions or Ark. Code Ann. 29-24-108, and issue an emergency elevator mechanic's license that may b valid for no longer than 30 days.

B. Whenever the department determines that here are not enough licensed elevator mechanics available to perform work necessary for the completion of a project for which the division has issued an installation permit pursuant to Rule 010.05-011 or 010.05-12 and Ark. Code Ann. 20-25-115(d), the department may waive the requirements of these Rules and the provision's of Ark Code Ann 20-24-108, and issue a temporary elevator mechanics license that may be valid for no longer than 30 days. The denial of such a temporary license may be appealed to the board.

C. The board may renew an emergency or temporary license if the circumstances justifying its original issuance continue.

D. The fee for an emergency or temporary license shall be $75 annually for a license valid in only 30 day increments.

Arkansas Fire protection licensing board requirements

Installation, Repairing or inspection of Sprinkler Systems:
The individual must be employed by a sprinkler contractor licensed by the AFPLB; submit an application; pass a sprinkler examination and rules and regulation examination prior to issuance of a license.

The following information must accompany the application: current copy of company insurance certificate ($1,000,000 min); a sample (not a copy) of the company's service tag, red tag, yellow tag and hydraulic placard; a copy of NICET certificate or Bachelor of science Degree and a letter from a licensed sprinkler company attached to the Responsible Managing Employee licensing application. The company must employ at least 1 full time individual with NICET LEVEL III certification or a bachelor of Science Degree in Fire Protection Engineering (or Engineering Technology) from a recognized institution accompanied by a signed affidavit from an Arkansas licensed sprinkler contractor verifying the individual has a minimum of 3 years subsequent experience in the fire sprinkler layout.

A company desiring to engage in the business of sprinkler systems inspections must have at least 1 licensed inspector. Individuals desiring to become a licensed inspector must pass a sprinkler inspector examination with a score of 90%.

Installation, Repairing or Inspection of Portable Systems:
Firms desiring to become licensed in the State of Arkansas must submit a Certificate of Registration for Portable/Fixed application accompanied by the appropriate fees.

Companies not requesting a license for Class A or B Hydrostatic testing must have a letter from the company licensed for hydrostatic testing and licensed with this Board stating they will perform the work. A sample of the tags and labels must accompany the application. Changes in tags or label must be summitted to the Board.

The company cannot be licensed until and individual employed by the company has passed the examination for which the company is applying. (A company cannot be licensed for more than the employee is licensed to perform and the employee cannot be licensed to perform more than the company is licensed to perform.)

Installation, Repairing or Inspection for Fixed Fire Suppression Systems:
The company must be a distributor for each brand for which you are applying and submit an affidavit of supplying parts and manuals. "Affidavit of Supplying Parts and Manuals" is used when a company is not a distributor and wishes to become licensed. The affidavit must be completed by a company that is a distributor for the specific brand for which you are applying. By signing the affidavit the company will be supplying you with all updated manuals and parts. The supplying company must be a distributor and must attach a certificate of distributorship to the affidavit. The company can only be licensed when there is an employee licensed for the specific type and brand.

The following must accompany the application: a current copy of company insurance
certificate (minimum of $1,000,000); a sample (not a copy) of service tag, red tag,
verification of service collar, maintenance label; a current copy of the DOT letter with
Class A Hydrostatic testing application (companies not applying for Class A or B
Hydrostatic License must submit a letter from a company licensed with the Board and licensed for either A or B stating the licensed company will perform the work for your firm) and a copy of your current distributorship certificate or an affidavit of supplying parts and manuals for each brand and type. The Rules and Regulations, Act 743 (as amended) may be secured from www.fireprotection.org.

ARKANSAS STATE POLICE PRIVATE INVESTIGATORS - SECURITY - ALARM INSTALLATION AND MONITORING REQUIREMENTS

Fire and Burglar Alarms: Either the owner or a manager of a sole proprietorship
must qualify the license. If a company is incorporated, you must submit an officer
application, the articles of incorporation, photos and fingerprints. The Class "E" must
maintain a public liability insurance policy with minimum limit of $300,000. The
manager of every alarm systems business applying for a Class "E" must successfully complete the Electronic Security Association training courses Level I and Level II A for electronics or ABAT and FAIM or National Institute for Certification in Engineering Technologies (Ill or IV) or the National Electronic Security Alliance (Fire & Electronics) course, or the Elite CELL Advanced Electronic Techniques (AEIT) and Fire Alarm Installation Techniques (FAIT).

Registrations for alarm systems agent and technicians are valid for 2 years. Class "E" license is valid for 2 years. The Arkansas State Police accepts Level I certification from ESA, NESA, NICET, NICET2 (for tech or agent), Alarm Academy (for Level 1) and Elite CEU.

RECIPROCAL AGREEMENTS FOR VARIOUS ARKANSAS LICENSING BOARDS

Arkansas Contractors Licensing Board:

Arkansas State Police Private Investigators - Security - Alarm Installation and
Monitoring:
Reciprocity applies to Private Investigators only with Louisiana, Oklahoma and Tennessee. Arkansas Board of Electrical Examiners: The Board has separate reciprocal agreements depending upon the license. The Electrical Journeyman license is reciprocal with Alaska, Colorado, New Mexico, Minnesota, Montana, Nebraska, New Hampshire, Iowa, Oklahoma, Oregon, South Dakota, Texas, Utah, and Wyoming. The Electrical Master license is reciprocal with Oregon.

Arkansas Elevator Safety Board:
The Board may license a person as an elevator inspector, elevator mechanic, or elevator contractor without examination substantially equal to that provided for in these Rules and Ark. Code Ann.§ 20-24-108.
